Augusto Pinochet’s military coup in 1973 was followed by 17 years of systematic human rights violations and the disappearance and fate of some 1,500 Chileans.
Relatives say they must find the remains to end a long period of mourning. Many of them have died waiting.
As in many countries where armed forces commit atrocities against civilians, those who know where victims’ remains are buried or destroyed are reluctant to cooperate.
But the Chilean government is laying out an ambitious plan to achieve justice.
